[CanYoAssDigIt] Fighting Evil With Evil

I presume everybody has heard of the process of Extraordinary
Rendition. This is the process through which Caligula and his gang
kidnap people (innocent or guilty) and ship them off to
torture-friendly countries where they try to extract information (that
they may or may not have) by any means necessary.

I don't have a problem with this. To make an omelette you have to
break a few eggs. Torture a few innocent people, by all means. It's
funny because I don't know them.

I think they should start a program (from which I have unconditional
immunity) through which citizens can report candidates for
Extraordinary Rendition to the government. Your neighbor's dog keeps
you awake at night, you call homeland security, your neighbor spends a
couple of weeks in an Egyptian prison getting beaten with hoses and
his nuts shocked - he will see the error of his ways.

I have a candidate for this program. As soon as they put in place, I
want the writer of this song to disappear in the middle of the night,
and be gone for a long, long time. I want him treated in such a way
that when he comes back, he will never repeat the terrorist act of
writing another song like this one.

College students are also being integrated into the U.S. foreign
policy agenda. Last year the Senate created a scholarship to train
intelligence operatives and analysts in American universities for
careers in the CIA and other agencies. We speak with the
anthropologist who designed the scholarship and another anthropologist
who has spoken out opposing the program. [includes rush transcript]

We continue to look at the issue of the militarization of civil
institutions – this time in academia. The Intelligence Authorization
Act is an annual bill that allocates funds for intelligence agencies.
When congress passed the 2004 legislation and President Bush signed it
into law, the bill drew fire from many corners because it expanded the
Patriot Act and was passed with little debate.
But there was another provision in the legislation that received
almost no attention. Section 318 of the bill appropriated 4 million
dollars to fund a pilot program called the Pat Roberts Intelligence
Scholars Program, known as PRISP. The program is named after Kansas
Republican Pat Roberts, who is chairman of the Senate Select Committee
on Intelligence. The scholarship was created in order to train
intelligence operatives and analysts in American universities for
careers in the CIA and other agencies. The students receive up to
$50,000 dollars over a two-year period and are required to complete at
least one summer internship at the CIA or other approved agencies. The
program is veiled in secrecy - there are no public lists of the
participants and there is no requirement that they disclose their
affiliation to their professors. David Price in his article in
CounterPunch titled, "The CIA's Campus Spies," writes that he tried to
obtain more details about the program but the CIA spokesperson was
reluctant to discuss them. Price states that the agency did confirm
that "PRISP now funds about 100 students who are studying at an
undisclosed number of universities…. but they refused to identify
which campuses are hosting these covert scholars."

David Price, professor of anthropology who teaches at St. Martin's
university. He is also author of the book, Threatening Anthropology:
McCarthyism and the FBI's Surveillance of Activist Anthropologists.
Felix Moos, professor of anthropology who teaches at Kansas
University. PRISP is largely the brain-child of professor Moos who
brought the idea for the program to Senator Roberts.

McCarthyism and the F.B.I.'s Surveillance of Activist Anthropologists.
And we're joined by the man who was involved in the creation of these
scholarships, Felix Moos, joins us from Kansas, Professor of
Anthropology, who teaches at Kansas University. PRISP is largely his
brainchild. He brought the idea forward for the program to his
senator, Roberts. Lets first go to Professor Moos. Your idea for this
and, specifically, for anthropologists.

FELIX MOOS: Yes.

AMY GOODMAN: Can you explain why you feel this is so important, and
also if you could talk about the secrecy of the program, professors
perhaps not knowing that their students are receiving money from the
C.I.A.?

FELIX MOOS: Well, the initial idea was that we desperately need people
who are competent in foreign languages and areas, which we don't have.
As you probably are aware, we have far too few interpreters in any
government agency. We have far too few American intellectuals who
speak foreign languages. And therefore, I thought that to have more
analysts that are competent in foreign languages and areas was a good
idea. It had nothing to do with secrecy. I have never argued that we
should introduce spying into American academia. I have been a
university professor for more than 44 years. And certainly, I am not
for secrecy or any classified activities that cannot be openly
discussed. But what I wanted to do is to open a dialogue among
anthropologists of the changed world in which we find ourselves.

AMY GOODMAN: David Price, you, too, are a professor of anthropology.
Your response?

DAVID PRICE: Good morning, Amy. My response is that secrecy is
definitely becoming a part of this program and the other programs that
are coming along with it. What we're seeing now is a very dramatic
shift in funding for graduates and undergraduates in the social
sciences and other fields that want to do international study. In the
past, we had programs like Fulbright or Title 6 that gave students
money to study foreign languages on their own, you know, a number of
which have always gone to work for the State Department, intelligence
agencies and so on.

In the 1990s, we saw a shift with the development of programs, like
the National Security Education Program, which was very controversial
and had sort of soft payback requirements, where students would later
go and be asked to at least look for employment in national security
agencies. Now with the development of the Pat Roberts program and
another program called the Intelligence Community Scholars Program
that's just coming online, we have sort of indentured scholarship,
where from the front in, there's pre-loyalty, where people who are
going to work for intelligence agencies are brought aboard with the
understanding that, you know, people won't know who they are, and then
later throughout -- they'll go through the education process, and then
later, they'll go and be doing intelligence work. My -- one of my many
concerns is that this will inevitably limit and dumb down the type of
intelligence that's gathered and the analysis that happens, because
you will only have a select group of people, who going into the
process are already thinking in very limited ways.

AMY GOODMAN: Professor Felix Moos.

FELIX MOOS: Yeah. I think the concerns by David, with whom I have
spoken at many occasions, both publicly and privately, are completely
misplaced, because I seriously doubt that a program that funds 100 or
so individuals in a university system that includes at least 2,000
institutions of higher learning are going to subvert American
academia. The thought that this would dumb down intelligence
operations is completely misplaced, because we need more people who
speak languages and now foreign areas to experience, rather than only
academics teaching in universities. And therefore, I would argue that
rather than accuse one side or the other by being -- bending the
truth, we should have a dialogue of how to educate a new generation of
anthropology students within the United States that know a lot more
about the world than they do.

AMY GOODMAN: David Price, the issue of secrecy, and we only have a few
seconds to go, but the fact that the professors don't even know if
their students are on the C.I.A. payroll?

FELIX MOOS: That's not true. That's not true. The Pat Roberts
scholarship program does not force individuals to any secrecy. If the
critics of the Pat Roberts program would contact Senator Roberts'
office for information --

DAVID PRICE: The interesting thing is, of course, there's secrecy. Not
a single participant in this program has come forward.

AMY GOODMAN: Well, I'm going to leave it there, because we have to

State investment in Walla Walla County will create jobs and open more markets for Washington produce

OLYMPIA -- A new state investment in Walla Walla County will lead to more good paying jobs for the community and open up more markets to Washington produce.

Today the Washington State Community Economic Revitalization Board (CERB) conditionally approved an $800,000 loan and $200,000 grant for the Port of Walla Walla. The new funds will be used to make public infrastructure improvements to port-owned property so a new Washington business, RailEx, LLC, can move in and open a state-of-the-art produce packing and distribution facility.

"This is an excellent example of how government should work," Gov. Christine Gregoire said. "These funds will help the port turn this piece of property into productive land that will put people to work and help produce grown in our state reach more people - everybody wins."

The port will use the state funds to construct an access road and make drainage improvements to the property adjacent to Highway 12 in Walla Walla County. RailEx will then construct a $10 million facility and $2.5 million rail "loop track" around port property. Once up and running, RailEx estimates its operation will create 148 full-time jobs at wages that exceed the average annual Walla Walla County salary.

The Port of Walla Walla and other sources will match the state investment with slightly more than $1 million for additional public project costs.

According to Port of Walla Walla Commission President Ken Jantz, "This project solves a major transportation problem that has plagued the Washington state fresh produce industry for years. It will give growers in our state a consistent transportation supply option to get their fresh produce to East Coast customers."

RailEx is the newest member of a 50-year-old group of providers of produce from Maine to Florida. The group provides fresh produce to the largest grocery chain stores in the eastern United States. RailEx will use new high-efficiency refrigerated boxcars to ship produce from Washington to a planned distribution facility in Albany, New York. The company estimates these non-stop trips will deliver produce from coast to coast in as little as five days, cutting the typical rail time by more than half.

"These state funds will have a significant impact," said Juli Wilkerson, director of the Washington Department of Community, Trade and Economic Development. "Along with the RailEx jobs, the new facility will also create more work for area trucking companies. It will take more than 150 truck loads of produce to fill a train for its cross-country journey."

RailEx expects to hire most of its employees from Walla Walla, Benton, and Franklin counties. It is estimated that every state dollar invested in public infrastructure improvements for this project will generate $1.50 in state and local revenue.

The release of the CERB funds is contingent on RailEx finishing its development plan, and the Port of Walla Walla and RailEx finalizing other funding sources and obtaining necessary permits.

Gov. Gregoire passes fire safety qualifications test

OLYMPIA - July 14, 2005 - Today Gov. Christine Gregoire earned her "red
card," meeting safety qualifications that will allow her to visit fire lines
to get firsthand information. With the fire season under way now in Eastern
Washington, the governor will be prepared to inspect affected areas.

"I want to understand the conditions that our firefighters face in keeping
our families, communities and resources safe," said the governor. "Having
this training means that I will be able to safely enter these areas to get
the most up-to-date information."

Gregoire is the first governor in Washington history to receive this
training. She completed the firefighters work capacity test by walking one
mile in under the 16 minute-limit and properly deploying her fire shelter.
Department of Natural Resources staff in a non-suppression role are expected
to undergo light physical fitness training as well as an eight-hour annual
firefighter refresher course. The governor will be able to approach a fire
line, but will have a qualified individual escorting her.

"I have the utmost respect for the hard and dangerous work done by our
firefighters. Now that I have sampled just a sliver of what they undergo in
the course of their day, that respect has deepened."

Gregoire was accompanied by Commissioner of Public Lands Doug Sutherland and
Maj. Gen. Timothy Lowenberg, adjutant general of the Washington Military
Department. The first gentleman, Mike Gregoire, also participated in the
exercise, which took place on the Chehalis Western Trail near Lacey.

The governor declared a drought in March and expressed concern that dry
conditions would pose greater threats of major fires. In anticipation of an
active fire season, Gregoire participated on Monday in a tabletop wild-land
firefighting exercise with representatives of a number of state and federal
agencies, including the Emergency Management Division of the Military
Department, Washington State Patrol, Department of Natural Resources and
Federal Emergency Management Agency. The tabletop exercise will ensure the
highest level of coordination by those agencies and officials charged with
executing the state's wild-land firefighting plan.
